Billy Ray Vittorio is an accomplished community health administration professional with a proven history of implementing and overseeing programs that support vulnerable populations. In his current role as Community Health Administration Coordinator, he partners with multidisciplinary teams, local agencies, and the community to develop innovative solutions that enhance access to behavioral, mental, and medical health services, case management, supportive resources with a holistic whole human approach. Billy holds a bachelor's degree in psychology from National University, where he concentrated on the intersection of mental health and community intervention. He also earned an associate's degree in psychology from Southwestern College, laying the foundation for his work with diverse client groups and complex social service systems. He is continuing his education at National University and currently in a master's degree program for marriage and family therapy. He will then continue to become a licensed therapist.
Throughout his career, Billy has built a deep expertise in behavioral health, crisis intervention, and case management working as a lead case manager with the homeless population in a safe parking program. This is where he was able to coordinate comprehensive assessments and individualized case plans for unhoused individuals, consulted with shelters, health clinics, and housing authorities to secure stable accommodations and wrap-around support. Billy has also worked at a clinical crisis stabilization unit in San Diego where he first served as a peer support specialist, guiding clients through crisis de-escalation and recovery planning. He promoted to a discharge planner where he ensured seamless transitions from inpatient care to community resources. He then promoted to a unit secretary where he managed clinical documentation, scheduling, and interdepartmental communications. Billy has also held a position with the county of San Diego as a human services specialist where he focused solely on family welfare through Government assistance programs. While working for the county of San Diego Billy monitored program compliance, conducted data compiling, and prepared reports for senior leadership.
Billy’s goal as a community health administration coordinator is to build community relationships, provide trauma-informed resources, assist with crisis intervention, and peer advocacy. With a strong commitment to equitable care and a passion for systemic improvement, Billy Ray Vittorio continues to champion initiatives that break down barriers to treatment, uplift marginalized communities, and foster long-term wellness across San Diego and Los Angeles Counties.
